It lets you choose if you want to publish a document you already have saved on the site, yeah. I keep my Dreamwidth stuff in a folder there labeled "Dreamwidth" and used the extension to pick a document.
Which is why I think it could be useful for those who want to crosspost their content on other sites too because all it needs is a textbox.
